Information for foreign citizens regarding quarantine restrictions in Ukraine

The Government of Ukraine has established a number of requirements for the entry of foreign citizens into Ukraine. For this quarantine period, it is prohibited for foreigners to enter the territory of Ukraine (except foreigners permanently residing in Ukraine) unless they have an existing insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with an insurance company – a partner in Ukraine (assistance), and which covers the costs associated with the observation and treatment of COVID-19, and which is valid for the individuals’ period of stay in Ukraine.

Foreigners who do not have an insurance policy (certificate) will be refused entry at the national border by an authorized official of the national border protection unit.

According to the law, persons seeking to enter the territory of Ukraine can choose one of two options (The Resolution of the Cabinet of Ministers of Ukraine No. 211 “On Prevention of the COVID-19 Acute Respiratory Disease Caused by the SARS-CoV-2 Coronavirus in Ukraine” from 11.03.2020):

–  hospitalization in specialized observatories (isolators);

– a 14-day period of self-isolation at their place of residence for persons who have agreed to undergo it in accordance with the application “DII VDOMA”.

The basis for undergoing observation is entry into Ukraine by persons who have come from a country or who are citizens of a country with a significant spread of COVID-19. Countries with a high prevalence of COVID-19 are those where the number of active cases of COVID-19 is over 40 people per 100,000 inhabitants. A list of these countries is provided to the National Border Guard Service of Ukraine every 3 days by the Ministry of Health of Ukraine.

Citizens of countries with a significant prevalence of COVID-19 who have not been in one of those countries within the preceding 14 days, and who have consented to self-isolate using the “DII VDOMA” electronic service  are not subject to observation. The duration of the period of self-isolation and observation is 14 days.

The self-isolation or medical supervision of a person entering Ukrainian territory (who has come from a country or is a citizen of a country with a significant spread of COVID-19) may be terminatedif the individual has received a negative result from a polymerase chain reaction COVID-19 test which has been carried out after entering the country or not later than 48 hours before entry.

A person under the obligation to self-isolate in connection with entering Ukraine, is obliged to install and activate the mobile application “DII VDOMA”. If it is impossible to install this application, the person will be obliged to undergo medical supervision. The application is designed to maintain contact with the individual and to monitor the observance of the mandatory self-isolation requirements during the quarantine period. Installation of the application is voluntary. The mobile application can be downloaded to one’s device using Google Play or the App Store.

If a person chooses self-isolation using the “DII VDOMA” application, he/she must confirm that decision during the passport control – first by stating their phone number and address of the place of self-isolation, and then by displaying the appropriate screen of the application to the representative of the National Border Guard. For convenience, we recommend downloading and logging in to the application before arriving at the border. Note: “DII VDOMA” can be installed only on Ukrainian phone numbers (+380). If a person wishes to undergo self-isolation at home, he/she agrees to activate the Ukrainian telephone number indicated at the border, to log into the “DII VDOMA” application with it, and to confirm the self-isolation address that has been provided site by geolocation, not later than 24 hours after entering the country. If a person does not provide a representative of the National Border Guard Service with an application screen for inspection, he or she must be transferred to a hospital for medical supervision.

If it is confirmed that self-isolation requirements have been violated, representatives of the National Police will take measures to bring the violator to administrative and criminal liability in accordance with applicable legislation.

Please note that restrictions on the use of public transport may be applied within Ukraine, in accordance with the measures of adaptive quarantine, due to the deterioration of the COVID-19 epidemiological situation.
