У конкурсі можуть брати участь:
1) викладачі й дослідники наукових товариств, навчальних та дослідницьких установ найвищого рівня (університети, інститути, науково-дослідні установи та академії), які на момент подання заявки мають науковий ступінь кандидата наук або доктора філософії/доктора мистецтва, доктора наук;
2) дослідники без наукового ступеня та без належності до академічного середовища (університети, інститути, науково-дослідні установи та академії) з повною вищою освітою (спеціаліст, магістр), з досвідом науково-дослідної роботи не менше десяти років і науковим авторитетом у відповідній галузі знань, з наявними публікаціями (статті, монографії або ж розділи в монографіях) у вітчизняних та/або іноземних (міжнародних) фахових виданнях. Досвід, набутий під час навчання на бакалавраті чи в магістратурі, не зараховується до років досвіду для Fulbright Visiting Scholar Program;
3) діячі культури й мистецтва, фахівці з бібліотекарства та музейної справи, журналісти та громадські діячі – з повною вищою освітою (спеціаліст, магістр), досвідом науково-дослідної роботи не менше десяти років, значними професійними досягненнями, науковим доробком у галузі дослідження (статті, монографії або ж розділи в монографіях) у вітчизняних та/або іноземних (міжнародних) фахових наукових виданнях. Досвід, набутий під час навчання на бакалавраті чи в магістратурі, не зараховується до багаторічного досвіду для Fulbright Visiting Scholar Program.
Загальні вимоги до кандидатів :
1) мати українське громадянство та проживати в Україні на час проведення конкурсу;
2) знати англійську мову на достатньому рівні для професійного спілкування в англомовному науковому середовищі;
3) приймається в Україну на 2 роки після завершення терміну гранту відповідно до вимог візи J-1, що її підтримують учасники програми обмінів.
Умови гранту :
Тривалість гранту – 3-9 місяців. Категорія гранту, що відкрита для учасників з України – Research. Програма не забезпечує здобуття наукового ступеня.
Учасники Програми підтримують :
1) щомісячну стипендію;
2) додаткові кошти для придбання професійної літератури;
3) медичне страхування;

Критерії добору кандидатів на участь у Програмі:
1) наукові досягнення й напрацювання;
2) послідовність наукових спроб, зв’язок попередньо набутого досвіду з цілями й завданнями заявленим на конкурс проєктом дослідження;
3) добре розроблений план проведення наукового дослідження з чіткими обґрунтуваннями важливості його реалізації для українських, рівно ж як і американських, інституцій та відповідної галузі в цілому;
4) переконливо продемонстрований потенціал до співпраці з американськими та українськими колегами;
готовність до ініціювання й упровадження нових курсів/проєктів/програм з доцької спеціалізації/фаху, поширення й популяризація отриманих результатів проведеного дослідження по поверсі в Україні.

Науковці зі ступенем доктора наук не допускаються до участі в конкурсі Fulbright Research and Development Program (FRDP) повинні мати суттєво вищий рівень наукової кваліфікації, ніж той, що вимагається програмою FRDP. Натомість вони можуть брати участь у програмі Fulbright Visiting Scholar Program.

The Fulbright Foreign Student Program – це загальна назва програми, яка включає дві категорії грантів: 1) Fulbright Graduate Student Program (master’s/degree students) – стипендії для студентів та випускників ЗВО та 2) Fulbright Research and Development Program (FRDP) (non-degree/visiting student researchers) – для молодих дослідників і викладачів.

1) Teachers and researchers of scientific societies, educational and research institutions of the highest level (universities, institutes, research institutions and academies) who, at the time of application, have a PhD or Doctor of Philosophy/Doctor of Arts, Doctor of Science degree;
2) researchers without a scientific degree and without affiliation to the academic environment (universities, institutes, research institutions and academies) with a complete higher education (specialist, master’s degree), with at least ten years of research experience and scientific authority in the relevant field of knowledge, with available publications (articles, monographs or chapters in monographs) in domestic and/or foreign (international) professional publications. Experience gained during bachelor’s or master’s studies does not count towards the years of experience for the Fulbright Visiting Scholar Programme;
3) cultural and artistic figures, librarians and museum professionals, journalists and public figures – with a complete higher education (specialist, master’s degree), at least ten years of research experience, significant professional achievements, and scientific achievements in the field of research (articles, monographs or chapters in monographs) in domestic and/or foreign (international) professional scientific publications. Experience gained during bachelor’s or master’s studies does not count towards the years of experience for the Fulbright Visiting Scholar Programme.
General requirements for candidates:
1) have Ukrainian citizenship and reside in Ukraine at the time of the competition;
2) know English at a sufficient level for professional communication in an English-speaking scientific environment;
3) be admitted to Ukraine for 2 years after the end of the grant period in accordance with the requirements of the J-1 visa supported by the participants of the exchange programme.
Grant conditions:
The duration of the grant is 3-9 months. The grant category open to participants from Ukraine is Research. The programme does not provide a degree.

Criteria for selecting candidates for participation in the Programme:
1) scientific achievements and achievements;
2) Consistency of research attempts, connection of previous experience with the goals and objectives of the research project submitted for the competition;
3) a well-developed research plan with clear justifications for the importance of its implementation for Ukrainian and American institutions and the relevant field as a whole;
4) a convincing demonstration of the potential for cooperation with American and Ukrainian colleagues;
5) readiness to initiate and implement new courses/projects/programmes in the doctoral specialisation/profession, disseminate and popularise the results of the floor research in Ukraine.
The Fulbright Program Office provides visa support to fellows and family members (spouse/unrelated children under 21 years of age) if they accompany the fellow during his/her stay in the United States under the Program.

The competition is open to individuals under the age of 45 with 2 years of professional experience.

The competition is open to people under the age of 45 with two years of professional experience: teachers; graduate students and researchers who do not yet have a degree; PhDs; administrators of higher education institutions; employees of research institutions; journalists; library, museum and archival specialists; specialists in cultural management; and employees of NGOs.
Researchers with a doctoral degree are not eligible to participate in the Fulbright Research and Development Programme (FRDP) competition and must have a significantly higher level of academic qualifications than those required by the FRDP. Instead, they can participate in the Fulbright Visiting Scholar Programme.

5) apply for another Fulbright Scholar programme no earlier than 2 years after winning the Fulbright Research and Development Programme competition

3) readiness to initiate and implement new courses, and disseminate advanced learning and teaching methods.
The Fulbright Office pays for computer-based testing for the finalists of the programme; provides visa support for the fellows and their family members (husband/wife/children under the age of 21, unmarried).
